Kenya's healthcare funding system is undergoing a significant transformation, sparking intense public debate and bringing issues of accountability and corruption to the forefront. The shift from the National Hospital Insurance Fund (NHIF) to the new Social Health Authority (SHA) has placed billions of shillings under fresh scrutiny.

CS Duale's Stance: Fraud, Billions, and Efficiency

Health CS Aden Duale recently addressed the nation, notably on JKLive, asserting a stark difference in operational transparency. He highlighted that while NHIF funds historically 'vanished with impunity', SHA's advanced systems have already detected KSh 11 billion in fraudulent claims before any actual loss occurred. This proactive approach, Duale argues, marks a new era of accountability.

Furthermore, the CS reported impressive figures: out of KSh 130.4 billion collected in 14 months, KSh 93.4 billion has been swiftly paid to health facilities. This represents a 73% settlement rate, implying that providers are receiving funds faster and more consistently than during the NHIF era. Proponents suggest this demonstrates that 'SHAWorks' effectively.

Addressing the Skepticism: Cartels and Public Trust

Despite the government's positive portrayal, public sentiment remains mixed. While many commend the focus on eradicating corruption, some users express skepticism, contending that 'NHIF was corrupt, but SHA is more corrupt,' or that the very 'cartels' who defrauded NHIF have simply 'migrated' to the new system. Concerns have also been raised regarding the process of forced migration from NHIF and the financial implications of the KSh 6000 annual subscription, especially for low-income earners.

CS Duale, however, dismisses claims of tribalism within SHA's management as 'fake news' propagated by former NHIF staff and their accomplices. He asserts that these alleged 'cartels' are actively working to 'misinform' and 'mislead' Kenyans to undermine the new scheme.
